## About the bank

FINCA has worked in Kyrgyzstan since 1995, at first as a microcredit program. The organization obtained its banking license (No. 051) on 3 March 2015. The main shareholder of the parent structure is the American non-profit FINCA International, Inc., headquartered in Washington, with a smaller stake held by Germany's KfW.

The bank is small: at 30 June 2026 its assets were KGS 26.19 billion, substantially less than the market leaders. The network is wide, with more than 100 offices across the country.

## Account for non-residents

Among Kyrgyz banks, FINCA is one of the few that state directly on the card page that a non-resident can open an account and get a card. For a Russian citizen the set is:

  • a passport;
  • an INN, issued at a Public Service Center;
  • a registration coupon, also issued at a Public Service Center.

The application is made online: photos of both sides of the passport, a photo with the passport, video or photo matching and SMS code confirmation. The card is collected at a branch: in 5-7 days in Bishkek and 10-15 days in the regions. An account opened online has a turnover cap of KGS 150,000; to raise it you need to visit an office. So you cannot avoid a trip entirely: the INN and coupon are obtained in person.

## Cards and payments

The range is short. Visa Gold is issued with an account in one of five currencies: som, dollar, euro, ruble or tenge. The second card is Elkart Standard: valid for 8 years, servicing KGS 100 a year, reissue after loss KGS 200, cash withdrawal 0.3%.

Mir has not worked in Kyrgyzstan since April 2024. The bank does not state that it accepts the Faster Payments System (SBP) or UnionPay.

## Transfers from Russia

The official page lists Golden Crown, KWIKPAY and Astrasend. Incoming Astrasend transfers are free; ruble transfers require an account. Sending from Russia costs 100 rubles for amounts from 300 to 10,000 rubles and 1% above that. After the EU sanctions against Golden Crown's settlement center, the system lost its registration in Kyrgyzstan.

## Who it suits

  • Foreigners who are ready to come for a few days, obtain an INN and a coupon, and collect a card.
  • Those who need a ruble or tenge account next to a som account.
  • Those who want to apply online in advance and collect the card at a convenient branch.

If you need a card with a wide range of premium services, look at KICB or Bakai Bank.
